Independent, Sovereign State Founded through General Elections in the Whole of Korea 

In late June Juche 37 (1948) a joint conference of representatives of political parties and social organizations in the north and south of Korea was convened according to a plan of the great leader Comrade Kim Il Sung to prevent the country’s division by foreign forces and build a genuine people’s state.

In his report to the conference he said: We must set up without delay an all-Korea supreme legislative body representing the Korean people’s will and adopt the Constitution of the Democratic People’s Republic of Korea; we will not be establishing a separate government but an all-Korea government comprised of representatives of north and south Korean political parties and social organizations.

All the audience supported his report brimming over with his love of the country and nation with enthusiastic applause. The conference adopted a resolution on founding a supreme people’s assembly through general elections in the north and south of Korea and establishing a unified central government representing the whole of Korea.

Later, general elections were held in the north and south of Korea, founding the Democratic People’s Republic of Korea on September 9, Juche 37 (1948).
